Telegram, a messaging app once praised for its privacy-first approach and open communication, is now at the center of alarming global security concerns. According to a June 2025 report by the Financial Times, Russian intelligence services have been recruiting Ukrainian teenagers via Telegram for sabotage, espionage, and terrorist attacks—raising serious ethical questions about the role of encrypted messaging in modern conflict.

The platform’s encryption made tracing the handlers more difficult, underscoring how tech platforms can be exploited in hybrid warfare.
Legal and Ethical Response
SBU officials affirm that Ukrainian law enforcement is committed to treating minors in accordance with international juvenile justice standards. Legal representation is guaranteed, and efforts are being made to prioritize rehabilitation. However, as some of these cases head to court, the line between victim and perpetrator continues to blur.
